If a county/borough, town, city, or village adopts this home-rule resolution their assemblyperson and NYS senator are obliged to co-sponsor Bill (amendment).
Home Rule Resolutions must be sent by a county official via certified US mail to all the State legislators whose district includes all or part of the County adopting the resolution to be a home rule resolution.
Otherwise, it is a meaningless non-binding resolution
