Benefits of Redesign New York’s Autonomous Regions Plan
Restore Regional Identities
Under Divide New York State’s 3 Autonomous Region Plan, each autonomous region would have full governing ability to restore personal liberty, repeal/enact laws benefiting their citizens and create economic prosperity based on regional resources.
Tax Reform
Local government and school districts would be freed from state level unfunded mandates which increase local property taxes placing undue burden on local residents and districts.
Unfunded Mandates are when the NYS by law requires a local government to spend its property tax money of state programs. In most counties 90 percent or more of their property tax goes to these mandates.
Each region would have the ability to levy taxes for the purposes and benefits of its residents. Smaller regions would increase spending accountability.

New York City Retains Tax Dollars
Divide NY State's plan to divide the state into autonomous regions would enable NYC to fund their government, schools and projects more efficiently. Currently, a percentage of NYC’s tax revenue is dispersed throughout the state. Under this new plan, NYC would have the ability to retain tax revenue for its own purposes.
Allows Regional Economic and Agricultural Development
Understandably, there is a detachment between the concerns of cities and rural areas of the state. Autonomous regions would have the ability to develop economic programs that would best benefit their individual regional needs.
Laws Based on Regional Concerns
The Divide NY State Plan enables many laws to be deleted from the state code, including but not limited to Common Core and the Safe Act. Retaining, modifying or eliminating laws would be determined by the individual regions based on regional concerns and needs within the confines of federal limitations.
*Local governments’ ownership rights will not be affected. The City of New York retains ownership of its water system.

Token State Government
As the State of New York would be divided into autonomous regions, not a new state, the more expensive concerns of state governments would be dealt with at the token state government level. The token state government will keep an elected-Governor, Lieutenant-Governor, and Comptroller.
The token state government’s law making ability would be limited to laws related to Executive (for the state only), Indian, Legislative (for the state only), National Guard, Retirement and Social Security, State Administrative Procedure and Finance (for the state only), Civil Service (state employees only), Court of Appeals, State Court of Claims, State Judicial Conduct; all other laws will become regional laws and are deleted from the state code. This token government is kept small by limiting its taxing power to a three (3) percent sales tax.
All Regional Senators will also serve as the New York State Senate.
All Regional Assembly persons will also serve as the New York State Assembly.
The State Legislature regular session is limited to April and May; The State fiscal year will be from May 1 to April 30. This legislature will consist of representatives from every autonomous region; the Senators and Assemblypersons votes weighed by the population of their districts.
Divide NY State’s Autonomous Regions Plan enables NY state employees to move entirely to respective regional level positions overseen by each region’s governing body. The token state government would exist to dispense pensions, as well as deal with federal and interstate matters. The pension system remains at the state level unchanged.
Autonomous Region Governance
Each region shall have an elected Regional Governor, Regional Lieutenant-Governor, and Regional Secretary of State. The Regional Governor appoints most regional officials including the Education Commissioner. The Regional Secretary of State appoints the Regional Attorney General and Regional Motor Vehicles Commissioner. Fiscal years of each region will be from March 1 to last day of February. Regular sessions for regional Legislatures will be limited to January, February, and March.
*The New York or Montauk regions would continue to pay for their residents attending New Amsterdam’s regional colleges and vice versa.
*Some prisons in the New Amsterdam region will be owned by the New York region or the Montauk region.
As mentioned above, state employees would move to regional employee status as overseen by each region. Pensions would remain at the state level unchanged.
The judicial system would be affected by such division into autonomous regions. Most of the powers of the Court of Appeals powers are transferred to each newly created Regional Superior Courts which have final say on ruling on its region laws. Felonies can only be enacted under regional law. Judicial departments are adjusted so they do not cross regional boundaries.

New York’s three self-governing, autonomous regions:
New York Region would consist of the counties Bronx, Kings(Brooklyn) , New York(Manhattan), Queens and
Richmond
Montauk Region would consist of the counties Nassau, Rockland, Suffolk, and Westchester.
New Amsterdam Region would consist of the counties of Albany, Allegany, Broome, Cattaraugus, Cayuga, Chautauqua, Chemung, Chenango, Clinton, Columbia, Cortland, Delaware, Dutchess, Erie, Essex, Franklin, Fulton, Genesee, Greene, Hamilton, Herkimer, Jefferson, Lewis, Livingston, Madison, Monroe, Montgomery, Niagara, Oneida, Onondaga, Ontario, Orange, Orleans, Oswego, Otsego, Putnam, Rensselaer, Saratoga, Schenectady, Schoharie, Schuyler, Seneca, St Lawrence, Steuben, Sullivan, Tioga, Tompkins, Ulster, Warren, Washington, Wayne, Wyoming, and Yates.
