New York considering split into three autonomous regions

ALBANY — As twin bills that would split New York State into three autonomous regions tumble their way through the Assembly and State Senate, Westerlo resident Betty Filkins is asking that local governments support the constitutional amendment by adopting home-rule resolutions, thereby allowing the passage of a law that would radically alter the structure and organization of the state’s governments
